Education Law Center (ELC) and Juvenile Law Center (JLC) staff answer questions from students, families, advocates, and child-serving professionals about the legal rights of students in foster care in Pennsylvania.

When you call, the receptionist will ask you about the child and the problem, and a member of ELC or JLC's legal staff will try to return your call within three days -- sooner if it is an emergency.

If your area code is 215, 610, 484, 717, or 570, please call (215) 238-6970 between the hours of 9 a.m. to 2 p.m., Monday through Thursday.

If your area code is 724, 814, or 412, please call (412) 258-2120 between the hours of 9:00 a.m. to 2:00 p.m., Monday through Thursday.

Please note that ELC and JLC staff provide only limited consultation, and generally do not formally represent callers with the school district or at hearings or court proceedings. In addition, ELC and JLC staff can sometimes give you the names of private attorneys in your area who represent families in education cases.
